Executive Director Fred possesses more than 25 years of experience leading and managing professional organizations, including facilitation of board meetings, serving as public spokesperson, fundraising, growing and retaining membership, and advocating for protection of their interests in the Kansas Legislature. Fred served nearly 10 years in the Kansas House of Representatives, including four years as Chairman of the Judiciary and Rules Committees. He earned an undergraduate degree from Washburn University, and earned his law degree from KU School of Law. Fred manages KCAP operations and directs all aspects of the association’s interests. |
Marketing & Membership Director Emily is experienced in marketing, communications, and event planning in addition to operations and government affairs. Prior to her work in association management and lobbying, she worked in Washington, D.C. as operations director for U.S. Congressman Tracey Mann where she oversaw day-to-day operations of the Congressional office, scheduling, event planning and finance management. Emily earned a bachelor’s degree in business administration from K-State. She serves as Marketing & Membership Director for KCAP, coordinating the association's convention, events, awards, member directory, website and communications. |
Attorney & Lobbyist For more than 25 years, Blaine has served as general counsel to professional associations and businesses, providing legal and policy direction and facilitating strategic planning and goal setting. Blaine served 10 years in the Kansas House of Representatives, including four years as the Speaker Pro Tem. He earned degrees in history, political science and psychology from Ottawa University, and earned his law degree from Washburn University School of Law. He serves as general counsel and lobbyist for KCAP, providing strategic legal and legislative guidance and advocating for the association’s interests at the Statehouse. |
