Motor Carrier UCR Fines

Motor Carriers in Interstate Commerce must Register under New Federal UCR System

Motor Carriers that have not registered vehicles used in interstate commerce for 2007 and/or 2008 are subject to a $100 fine, plus court costs, if stopped by the Kansas Highway Patrol.

In March of 2008, motor carriers and others subject to the new federal Unified Carrier Registration (UCR) were mailed application forms and instructions on how to register and pay registration fees on-line at the national UCR website developed and maintained by the Indiana Department of Revenue www.ucr.in.gov.  Nationwide enforcement began July 1, 2008.

The new federal UCR system replaces the Single State Registration System. (SSRS).  Due to a time-lag between the expiration of the SSRS, and the passage of the new UCR, there was a period that motor carriers were unable to re-register, or register if they were a new carrier.   Approximately 3,000 Kansas motor carriers have not registered under the new UCR system.

All motor carriers operating in interstate or international commerce are subject to the new UCR.  The registration fee schedule for vehicles, including trailers is: 1 to 2 units, $39.00; 3 to 5 units, $116.00; 6 to 20 units, $231.00; 21 to 100 units, $806.00; 101 to 1,000, $3,840.00; and more than 1,000, $37,500.00.

Registration fee funds make possible the development, education and enforcement of the motor carrier safety programs, making our highways safer for all Kansans.
